Bishop Cotta's Memorandum in English:

As we give thanks to God for being able to safely return to indoor Masses following the new guidelines, please be mindful that some parishes will need some time to prepare for indoor Masses. Bishop Cotta is encouraging parishes to conduct outdoor Masses when weather and circumstances allow, so that more of the faithful can participate in the Mass.
